In 1991 when the Poll Tax turned into Council Tax, based upon the value of the Property on the open market. The Government department concerned passed on the responsibility of the valuation of each and every household or property to local estate agents to make sure all households were on the correct Council Tax Band.
However, the estate agents were only given a short amount of time to achieve this. Less than efficient estimation procedures were put in place due to the short deadlines and the estate agents were left to drive past streets and estimate the value of each separate property. This did not consider variations along the same road or street. While some properties looked the same, there were differences in the number of bedrooms, amenities, gardens and extensions , all of which would affect their value/ price. Due to this, it is now estimated that 700,000 households were wrongly placed onto a more expensive band which means some households have been overpaying Council Tax for up to 30 years. Even newer properties built after 1991 can be placed in the incorrect Council Tax Band.

Are you paying too much council tax?
With many Council Tax bills having gone up in April and the average Council Tax is now nearly
£2000, it is worth checking if you are in one of the thousands of households in England and Scotland
who have overpaying due to incorrect Council Tax Banding.
In 10 minutes, at no cost to yourself, you can check and challenge your Council Tax banding,
potentially slashing what you pay now and getting you a rebate going back years. Thousands have
tried and succeeded, and pay-outs in the £1,000s, are common. However, our company will carry
out the checks for you and ensure that all the necessary information required is presented on your
behalf to the correct Government department (The Valuation Office Agency, part of HMRC.)
How much can you expect to get?
It is well worth asking: "What Council Tax band am I in?"
Get your banding decreased and, as well as paying between £100 and £400 less each year, the
repayment would be backdated to when you moved into the property – as far back as when the
Council Band Tax started in 1993
