We do not and cannot guarantee that an application will result in a change of Council Tax banding, a reduction in Council Tax liability, or any refund of previously paid Council Tax.
Our fees are charged for the administrative services we provide, including research, document preparation, correspondence and submission support.
Customers should be aware that they may make an application directly through the appropriate government channels without using our services and at no cost. Our service is designed for customers who prefer assistance with the administrative process.

Our services are intended only for persons aged 18 years or over. We do not knowingly provide services to individuals under the age of 18.
Council Tax Rebanding Administration Service
Best Solutions C.T.R LTD provides an administration service to assist customers with reviewing and, where appropriate, challenging the Council Tax band applied to their property.
We charge an administration fee of £160 for a single property review. Additional properties may be reviewed for an additional fee, as displayed at the time of purchase.
Once we receive a completed Authority to Act form, we will undertake the necessary research and due diligence before preparing and submitting any administrative requests on the customer’s behalf.
Customers should be aware that in some circumstances a property’s Council Tax band may already be correct, and in rare cases it may be possible that a property has been placed in a lower band than appropriate. Where we believe this may be the case, we will advise the customer accordingly and may recommend that no application is submitted.
We do not guarantee any particular outcome. Our role is limited to providing administration and support services.
Successful applicants retain 100% of any Council Tax refund, reduction or benefit awarded by the relevant authority.
Cooling-Off Period
Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, consumers generally have the right to cancel certain contracts entered into online or by telephone.
Best Solutions C.T.R LTD provides an extended cooling-off period of 18 days from the date the agreement is entered into.
Cancellation and Refund Policy
Customers may cancel their agreement within 18 days of entering into the contract and receive a full refund, provided that a full application has not already been submitted on their behalf.
After the 18-day cooling-off period has expired, a £35 administration charge may apply if work has commenced but the application has not yet been submitted.
Once a full application has been completed and submitted, our administrative service will be deemed to have been provided in full and no refund will normally be available unless required by law or covered under another company policy.
Where a refund is approved, funds will normally be returned within 5–10 working days using the original payment method wherever possible.
You are free to withdraw your Authority to Act at any time. If you do so, we will cease acting on your behalf from the date of withdrawal.
Privacy and Data Protection

Personal data will be processed in accordance with UK GDPR, the Data Protection Act 2018 and all applicable UK data protection legislation.
We may collect, store and process personal information for the purposes of:
- Providing our services
- Managing customer accounts
- Communicating with customers
- Processing applications
- Handling complaints
- Meeting legal and regulatory obligations
Where special category or sensitive personal information is required, we will obtain appropriate consent where necessary.
We are registered with the Information Commissioner’s Office (ICO).
Calls may be monitored and recorded for training, quality assurance, fraud prevention, security and compliance purposes.
We take reasonable technical and organisational measures to protect customer information from unauthorised access, loss, misuse or disclosure.
Customers have the right to:
- Access personal information we hold
- Correct inaccurate information
- Request deletion where appropriate
- Restrict or object to certain processing activities

Changes to These Terms
We reserve the right to amend these Terms and Conditions from time to time.
Where practical, customers will be notified of material changes before they take effect.

Complaint Handling Process:
- We will acknowledge complaints within 5 working days.
- Complaints will be reviewed by management or a director.
- We aim to investigate and resolve complaints within 28 working days.
- All complaints are treated confidentially and used to improve our service.
We can only investigate complaints relating to services provided directly by Best Solutions C.T.R LTD.
Vulnerable Customer Policy
Best Solutions C.T.R LTD is committed to treating all customers fairly, respectfully and appropriately.
We do not knowingly provide services to individuals who are unable to make an informed decision regarding the purchase of our services.
Our staff are expected to take reasonable steps to identify situations where a customer may require additional support, clarification or assistance before proceeding.
Where we believe a customer may not fully understand the service, we may pause, delay or decline the sale until we are satisfied that the customer is able to make an informed decision.
If we subsequently become aware that a customer entered into an agreement whilst vulnerable and without a proper understanding of the service being purchased, we will review the circumstances and take appropriate action.
This may include cancelling the service and providing a full refund where we consider it fair and appropriate to do so.
We are committed to maintaining ethical selling standards and ensuring that customers are not subjected to unfair pressure, misleading information or inappropriate sales practices.

Payment Terms
Where payment is collected by Direct Debit, card payment, bank transfer or any other approved payment method, the customer authorises Best Solutions C.T.R LTD to collect the agreed fee for the administrative services requested.
Customers will be informed of the amount payable before entering into an agreement.
Where payments are collected by Direct Debit, collections will be made in accordance with the Direct Debit Guarantee and applicable Bacs rules.
Any refund approved under these Terms and Conditions will be returned using the original payment method wherever possible.
